Sweepstakes casinos were built to have the possibility to gamble and still obey the law, so you could think of it as a grey area. Hard to say if they could start to ban sweep casinos completely, but the process would not be easy, thats for sure. As long as the casino offers you free entry, they can operate legally. There are only 2 states where sweepstakes casinos are not legal.
