Yeah there’s definitely an approval process. PayPal is super strict about which gambling operators they work with. The casino has to prove they have proper licensing, can block users from restricted jurisdictions, and meet PayPal’s compliance standards. That’s why you mainly see it at big established operators like Caesars, rather than smaller or newer casinos. PayPal also doesn’t allow business accounts for gambling so everything has to be personal accounts which adds another layer of complexity. Honestly it’s a pain but it does mean the casinos that do offer PayPal are generally more trustworthy.
